BASEL III – IMPLEMENTING AND MANAGING LIQUIDITY RATIO’S FOR AN ISLAMIC BANK IN MALAYSIA   THE BANKING SECTOR IS REQUIRED BY THE REGULATOR TO BE READY IN THE LIGHT OF THE RECENT REQUIREMENTS UNDER BASEL III ON THE MEASUREMENT AND CONTROL OF THE LIQUIDITY COVERAGE RATIO (LCR) AND THE NET STABLE FUNDING RATIO (NSFR). THERE ARE ISSUES INVOLVED IN THE IMPLEMENTATION OF BASEL III’S LCR AND THE CURRENT CHALLENGES ASSOCIATED WITH THE BANKING SECTOR IN HAVING TO COMPLY WITH THE BNM REQUIREMENT FOR SUBMISSION OF A FULL LCR REPORT WITHIN SEVEN DAYS FROM CLOSING OF THE MONTH WHICH BEGAN SINCE JUNE 2017 ONWARDS.  IN ADDITION, BNM HAS RECENTLY ISSUED AN EXPOSURE DRAFT ON NSFR WHICH IS ALSO PART OF THE LIQUIDITY STANDARD UNDER BASEL III. THE INITIAL DEADLINE FOR THE BANKING INDUSTRY TO COMPLY WAS SET FOR 1ST JANUARY 2018 AND HAS NOW BEEN EXTENDED TO NO EARLIER THAN 1ST OF JANUARY 2019. THE ISLAMIC BANKING INSTITUTIONS ARE CURRENTLY FACING A CHALLENGE TO MEET THE RATIO OF 100% DUE TO LIMITED SHARIAH PRODUCT OFFERINGS AND THE COSTS ASSOCIATED TO MAINTAINING THE LIQUIDITY RATIOS. ALTHOUGH BNM HAS ISSUED A STATEMENT THAT BANKING INSTITUTIONS HAVE SUFFICIENT SAFEGUARDS IN MANAGING LIQUIDITY RISK WHICH ARE SUPPORTED BY STRONG LIQUID ASSETS BUFFERS, MORE DIVERSIFIED FUNDING SOURCES AND ROBUST LIQUIDITY RISK MANAGEMENT PRACTICES, THIS IS NOT ENTIRELY THE CASE FOR ISLAMIC BANKS IN MALAYSIA. THE BANKING SYSTEM LCR STOOD AT 141% AS AT 30 JUNE 2017 WHILE THE NSFR IS EXPECTED TO BE ABOVE 100%. FOR THE ISLAMIC BANK UNDERSTUDY, THE NSFR STOOD AT 83% WHICH IS WAY BELOW THE TARGETED RATIO OF 100%. ALTHOUGH CERTAIN TARGETED STRATEGIES WERE SET TO BE CARRIED OUT SINCE THE BEGINNING OF THE YEAR, THE BANK STILL COULD NOT IMPLEMENT THESE STRATEGIES AND IS FACING REAL CHALLENGES TO MEET THE TARGETED RATIO.
